On January 29, an extended meeting of the Educational and Methodological Association – Project Management Group for Personnel Training in “Technical Sciences” of the Republican Educational and Methodological Council of the Ministry of Science and Higher Education of the Republic of Kazakhstan (EMA-PMG) was held at Abylkas Saginov Karaganda Technical University.
The event was attended by 96 participants, including representatives of the Ministry of Science and Higher Education of the Republic of Kazakhstan, international experts, employers, stakeholders, and members of the Project Management Group – Educational and Methodological Association (PMG-EMA), responsible for training specialists in mining, industrial and processing industries, occupational safety, and other related fields.
The meeting was moderated by Professor B. Nusupbekov, Chairman of the PMG-EMA and Vice-Rector for Academic Affairs at Abylkas Saginov Karaganda Technical University.
Plenary Session
At the plenary session, Professor S. Sagintayeva, Chairperson of the Board – Rector of Abylkas Saginov Karaganda Technical University, Doctor of Economics, delivered a speech. She emphasized that the university serves as the leading institution for managing and coordinating educational and methodological associations in the Republic of Kazakhstan. The university coordinates higher education institutions across various fields of study.
Highlighting key focus areas, including industrial and processing sectors such as mining and mineral extraction, she underlined the role of Kazakhstani universities in training highly qualified specialists in geology, mineral extraction, and engineering research.
Currently, the PMG-EMA at Abylkas Saginov Karaganda Technical University includes around 20 universities. An analysis of undergraduate enrollment in mining-related specialties over the past three years has shown an increase in the average number of students from 434 to 558.
Graduate Employment and Industry Collaboration
To enhance graduate employment opportunities, at the beginning of the current academic year, 29 agreements were signed with major mining enterprises in the Karaganda region. Overall, the employment rate of bachelor’s degree graduates in mining-related specialties ranges from 85% to 100%.
Following the recent extended meeting of the Government of the Republic of Kazakhstan, where the President emphasized the importance of achieving tangible results, all presentations at the event focused on achieving set goals through concrete outcomes.

During the meeting, speeches were delivered by:
- A. Imashev – Project Leader for the “Mining and Extraction” direction of the PMG-EMA, Head of the “Development of Mineral Deposits” Department, PhD, Associate Professor at Abylkas Saginov Karaganda Technical University.
- K. Baitov – Executive Director of the Public Association “Kazakhstan Association of Precious Metals Producers”.
- Zh. Baigabelov – General Director of “Kazakhmys Smelting” LLP.
- M. Israilov – PhD, international expert, representative of Islam Karimov Tashkent State Technical University (Uzbekistan).
- A. Kochimova – HR Director of “Semizbay-U” LLP.
- Zh. Zhalbyrov – Head of Concentration Plant No. 1 at “KazMinerals” LLP.
- A. Kaldarbek – Director of the Technical Regulation Department at the “Republican Association of Mining and Metallurgical Enterprises”.
Participants provided their proposals and recommendations, which were duly considered by the organizers.
Approval of Work Plan and Educational Materials
During the meeting, the composition of PMG-EMA members for the 2024-2025 academic year and the work plan for this period were approved. Additionally, decisions were made regarding the approval of proposed textbooks.
Sectional Sessions and University Facility Tours
After the plenary session, participants attended sectional meetings and toured the university’s laboratories and educational-production facilities:
- The “Mining and Shaft Equipment” training site was presented by V. Yurchenko, Head of the “Technological Equipment, Mechanical Engineering, and Standardization” Department.
- The Geoscanning Center was introduced by E. Khmyrova, Head of the “Mine Surveying and Geodesy” Department.
- The “Methane Energy” Laboratory, mineral extraction process simulators, digital modeling classrooms for geomechanical processes, and the “Digital Technologies in Mining” Scientific and Educational Complex were presented by A. Imashev, Head of the “Development of Mineral Deposits” Department.
- The Geological Museum was introduced by F. Isataeva, Head of the “Geology and Exploration of Mineral Deposits” Department.
- The International Materials Science Center was presented by D. Aubakirov, Head of the “Nanotechnology and Metallurgy” Department.
- The “Industrial Safety” Scientific and Technical Center was introduced by N. Medeubaev, Head of the “Mine Aerology and Occupational Safety” Department.
