A meeting of the Council for Science and Technology of the Karaganda region was held at the Abylkas Saginov University. “Today, countries relying on scientific progress have taken leading positions in the world”, – said Head of State Kassym-Jomart Tokayev, speaking at a meeting of the National Council for Science and Technology under the President of the Republic of Kazakhstan. – We need to join the ranks of such countries. Therefore, the development of science must be an absolute priority”. At the same time, The President noted that science cannot exist in isolation from the pressing issues of state development. It must serve society and the country, and therefore be not abstract, but applied in nature, and be useful in everyday life. Guided by these goals, the corresponding resolution of the regional akimat established the Council for Science and Technology of the Karaganda region. It includes representatives of the regional akimat, government agencies, higher educational institutions and research institutes, development institutes and organizations of the region. The first organizational meeting of the Council was held by its chairman, Deputy Akim of the region Yermek Alpyssov.
In his opening remarks, he noted that the Council needs to identify a range of issues on which to focus its attention, taking into account their impact on improving the efficiency of using scientific and technical potential and socio-economic development of the region as a whole. And taking into account the opinions and suggestions of the Council members, work plans will be developed. At the same time, he urged to focus on really specific and important things that can bring real benefits.
Alibek Moldakarimov, Deputy head of the Department of Industry and Industrial and Innovative Development of the region, familiarized the meeting participants with the provisions and working procedure of the Council for Science and Technology of the Karaganda region, suggesting that they should meet once a quarter, having previously discussed the agenda of the next meeting.
During the meeting, a number of interesting proposals were made. Take for example the foreign experience of creating innovative technology parks, in which various pilot projects are successfully tested before their introduction into mass production; or the creation of a regional scientific and technical atlas indicating promising areas of activity. In general, as the members of the Council recognized, the region has sufficient scientific and technical potential to implement the most ambitious plans. Additional evidence of this is the example of extractors, which were manufactured by domestic craftsmen for the needs of the Phytochemistry research and production center.
Generally, as the participants of the meeting unanimously recognized, now Karaganda should not be associated only with coal, as it was before. Today Karaganda is a large industrial and cultural center, where coal production is far from the first place. Now the manufacturing industry is successfully developing, which accounts for up to 40 percent of total production, and other industries are successfully developing too. All this requires closer interaction between science and industry.
In the report of the Chairman of the Management Board – Rector of the Abylkas Saginov University, there were highlighted the scientific and technical activities of our university.
In particular, it was noted that the amount of funding for science at the university is growing every year. In 2023, the university attracted 1.5 billion tenge for R&D works, and in 2024 the amount of funding increased to 1.8 billion tenge, due to the implementation of 84 projects. Of these, 46 projects were carried out within the framework of grant and program-targeted financing, and 38 projects were carried out on the terms of contractual financing by order of enterprises on the most demanded production problems.
Positive experience of interaction with organizations of various levels has been accumulated on the basis of the established innovation and educational consortium “Corporate University”, which includes the largest organizations of Kazakhmys LLP, Qarmet JSC, Sokolov-Sarbay Mining and Processing Production Association JSC, Zhairem MPP, Shubarkol Komir JSC and others.
It is pleasant to note that at the meeting, Saule Savetovna’s very effective work, for a relatively short period of time of her administrative work at the university, was well-deserved recognition.
In general, the first organizational meeting showed that both scientists and production workers are interested in further development and strengthening of cooperation. It was decided to submit their proposals and wishes within two weeks, including amendments to existing laws that impede or restrain movement in the right direction, and approve the Council’s work plan.
