November 24, 2017 with the support of the Ministry of education and science of the Republic of Kazakhstan on the basis of Karaganda State Technical University was held the Republican seminar on the theme: “Educational programs design” for members of the academic community.
The main objective of the national seminar is to exchange best practices and knowledge in educational programs design.
The representatives of the Ministry of education and science of the Republic of Kazakhstan, also pro-rectors, heads of Academic Methodological Associations, heads and employees of the leading departments from different universities of Kazakhstan took part in the seminar.
As speakers of the Republican seminar were the Director of the Department of higher and postgraduate education MES RK – Gulzat Izbassarovna Kobenova and Advisor to the Director of the Centre Bologna process and academic mobility – Saule Kanapiyevna Abdibekova.
During the seminar the key aspects of the law of the Republic of Kazakhstan “On amendments and additions to some legislative acts of the Republic of Kazakhstan on the issues of expansion of academic and managerial autonomy of higher education institutions; and to establish a framework for professional competences for designing educational programs, assessing educational programs, as well as the registry of educational programs.
In his welcoming speech to the participants of the seminar, the rector of KSTU, Prof. Dr.-Ing., Marat Kenessovich Ibatov noted that the seminar is a significant event for the academic community of our country and wished the participants strong performance, constructive dialogue and effective cooperation.
Vice-rector for the strategic development of the KSTU, Prof. Dr.-Ing. Gulnar Santayevna Zhetessova in her report “Educational Programs Register” said that before starting work on creating a system of educational program design (SE PD) for universities of the RK, employees of KSTU has thoroughly studied the experience of such countries as the UK, Germany, the USA, Canada and Russia, Singapore and Malaysia in the field of creation of educational programs register (EP). The authors have paid special attention to the large number of interrelated aspects that must be taken into account in the process of creation and use of educational programs register in different countries. An overview of the creation and use purposes of such registers, their status and their holders, also criteria for the selection of educational programs in these registers was provided. The number of users of EP register will include a maximum of stakeholders, as the register provides interest not only for MES but also for universities, employers, graduates and prospective students and their parents. In short, EP register generated in KSTU will be a information system, thanks to which will be able to create a unified information environment. All of this together will allow the Ministry of education and science to carry out a real assessment and ranking of educational programs and, accordingly, the universities.
On the first day of the seminar – November 24, 2017 several reports concerning the strategies and ways of realization the objectives to the participants of the seminar were presented. Also during the first day, training film on the work with system of educational programs designing were demonstrated to the participants of the seminar.
